In Jerusalem.

Paul’s passion starts with his journey to Jerusalem. Luke, however, is not focused on providing detailed historical facts. When he describes the events, the Church of Jerusalem was already gone or of minor importance. In the narrator’s view, there is always a focus on the unity of “the whole” Church over factions and conflicts, which is why his story is carefully crafted in what he includes and leaves out. The Apostle to the Gentiles does not oppose the leaders in Jerusalem in any way and performs a public act to show that the rumors about him are false and that he is a Jew who follows the Law (24).
